Corpora-Gov starts any intervention with a detailed assessment prior to a recommendation. The scope and depth depend on the availability of time and budget but a minimum set of issues needs to be covered. The assessment comprises institutional, organizational, financial, technical, operational, and other cross-cutting areas such as communications, information, and technology. The multidisciplinary team conducts field visits meeting management, staff, stakeholders, governmental counterparts, and customers. The 360-degree observation is focused on practical matters as well as an elevated view of structural reform issues. The report presents a view of the existing situation, a projection of what can be accomplished, and a plan for reform and improvement. The recommendations are realistic and based on the available budget and pre-approved scope of reform or improvement.

Based on recommendations and the approved assessment study, Corpora-Gov develops a detailed work plan including tasks, objectives, resources utilized, and milestones. A key initial step is to identify the counterpart team inside the organization to be reformed or improved and obtain the buy-in. In our experience, most of the staff if not its entirety want to support and participate in an overall improvement that will benefit them. The holistic approach from the assessment will translate into actions covering all aspects of the organization, from the corporate governance, the financial and administrative independence, organizational structure, reengineering of procedures, job descriptions, accountability, systems to support the change, incentive system schemes, training, and workplace improvement.

We focus on short-term gains and improvements as well as other medium and long-term transformations. For us, it is important to build momentum so uninterested participants have the chance to see the benefits and join the effort. Corpora-Gov provides guidance post-implementation to keep steering the program in the right direction. Clients need to be aware of the minimum budget and tasks that must be done to build sustainability and reliance. The learning process is based on the cycle of monitoring, evaluation, and correction. Corpora-Gov builds this capability to assure long-term sustainability after support has been provided. During the process of assessment and implementation, Corpora-Gov builds a community of practice with entities involved in the activity as well as with outside participants so the client has continuous support.
