REGULATORY REFORM AND COMPETITION IN INFRASTRUCTURE
Prior to bringing capital investment into the sectors of telecommunications, energy and hydrocarbons, Bolivia created a multi-sector regulatory agency system and organized a competitive framework to minimize risks to investors and assure good quality services at affordable prices based on competition. The newly created regulatory agencies developed aggressive programs to establish point of contact with customers to channel their complaints and solve the issues involving compensations and restoration of services. This introduced the concept of neutral agent that defends the interests of consumers and enforces a culture of accountability in public service delivery companies.
